The platform is live today under a national-level government agreement, with more than 100,000 verified citizens and 200+ verified communities, a 100% resolution rate across 1,000+ citizen support cases, and a 97% AI-assisted resolution rate. Every account is bound to a verified identity, so official announcements cannot be spoofed, engagement cannot be manufactured by bots, and every civic signal routes to an accountable owner with append-only audit logging.
We are proposing a $50,000 Phase 1 prototype (SOW1) as a low-risk first step: a fixed-fee, 4–8 week clickable prototype of the verified civic layer for one program office, fully creditable toward a production award. It produces a demonstrable system, a scoped production estimate, and an accountability model your leadership can evaluate before committing to a larger build.
Modveon’s SAM.gov registration, UEI, and CAGE assignment are in process; our proposed primary NAICS is 541512 (Computer Systems Design Services) with PSC DA10. We can contract as prime on commercial-item awards or as a subcontractor to an existing prime while registration completes.
