National government agreement — live deployment
Agreement in force · platform live · National-level government agreement, [AGREEMENT REFERENCE ON REQUEST]
A verified civic layer in production at national scale.
Challenge
Official government communication competed with impersonation, forwarded screenshots, and unverifiable social accounts, and citizens had no single verified place to receive notices, join their community, or raise an issue.
Approach
Modveon deployed verified identity first — every account federated against the authoritative national identity system — then layered verified announcements, jurisdiction-mapped communities, and an AI complaint center on that foundation.
Execution
Identity binding, gold-badged announcement objects, government-activated megathreads, national and hyperlocal communities, moderation tooling, and departmental routing were delivered into production with role-scoped access and append-only audit logging.
Results
100,000+ verified citizens and 200+ verified communities established, including 130+ communities and 16,000+ users in the initial rollout window, with official communications delivered on verified rails.

“For the first time, citizens can tell the difference between an official notice and a rumor — and we can prove who acted on it.”

Relevance to federal programs
Federal program offices face the same three problems: impersonated official communications, fragmented citizen channels, and no auditable accountability for citizen contacts. This deployment shows the verified civic layer working end to end before a production award is committed.
